Over span of three years, Kennedy made nearly 400 calls to 911 using local first responders as her personal shuttle service to the hospital and in doing so diverted critical resources away from genuine emergencies.
Appearing in the Muskegon County Court of Common Pleasure before Judge Mark C. Fleegle, Kennedy entered guilty plea to Felony Disrupting Public Services, Felony making false alarms, 25 counts of misdemeanor misuse of 911 systems.
Kennedy is currently out of custody awaiting her sentence. will update these details as they become available.
Kennedy's relentless abuse of emergency services began in 2020.
She frequently reported non existent medical issues, prompting the South Zanesville Fire Department to respond.
In some weeks. She called multiple times day demanding ambulance rides to Genesis Hospital, where medical staff consistently found no evidence of emergencies.
While Kennedy's trips were covered by Medicaid, the true cost extended far beyond financials. Her calls repeatedly delayed emergency responses to those in dire need.
In one instance, the South Sainsville Fire Department responders occupied with transporting Kennedy were unable to assist person in respiratory distress.
That delay was fatal.
In another case, the South Sainsville Fire Department's ability to respond to fire was compromised due to the staff being tied up with Kennedy. Kennedy's behavior was not confined to Muskingum County. Her history of similar actions spanned multiple counties, including Licking, Guernsey, Franklin and Cuyahoga.
She had previously been convicted of 911 misuse in Licking county in 2023, where law enforcement had repeatedly warned her against making non emergency calls. On October 23, 2023, law enforcement officers responded to report of behavioral emergency at Licking Memorial Hospital involving Kennedy. Officers questioned Kennedy and she pretended she was suddenly unable to stand or walk.
After being helped into sitting position on bench, Kennedy pretended to be unconscious.
She then pretended to wake up and told officers that she did not understand the meaning of being read her rights because she was disabled.
Medical staff later confirmed she had no physical or medical impairments.
Before entering her plea, Kennedy underwent forensic psychological evaluation.
Assistant Prosecutor John Lytle revealed in court that Kennedy demonstrated signs of factitious disorder.
factitious disorder means she's liar, lytle explained bluntly.
This case has spotlighted significant gaps in monitoring and addressing serial misuse of emergency services, Prosecutor Lytle called for improved reporting mechanisms to report similar cases in the future.
Obviously, some type of checker balance needs to exist so that this type of abuse is more quickly reported by EMS to law enforcement. Because 350 pointless ambulance runs is absolutely ridiculous.
The case came to light thanks to the diligence of South Zanesville Police Chief Mark Ross and Detective Richard Perry, whose investigation quickly put an end to Kennedy's actions.
However, the damage to community trust and emergency response capabilities will linger.
